Scottish Ministers' approve, with modifications, the first Glasgow and the Clyde Valley Strategic Development Plan

Please note that the Scottish Ministers have today approved, with modifications, the first Glasgow and the Clyde Valley Strategic Development Plan.

The plan as modified is constituted as the Strategic Development Plan for the Glasgow and the Clyde Valley Development Plan Area from the 29 May 2012.

In accordance with Circular 1/2009 paragraph 31 the GCVSDPA will progress to republish the Plan incorporating the Scottish Ministers’ modifications, details to follow.

Strategic Development Plan Examination Report Submitted to Scottish Ministers

The Reporters appointment to conduct the examination of the Glasgow and the Clyde Valley Strategic Development Plan have completed the examination and have submitted their report to Scottish Ministers for their consideration.

The Reporters considered 36 issues arising from unresolved representations. In each case they took account of the summaries of the representations and the responses, as prepared by the authority, and the original representations.

The Reporters conclusions and recommendations in relation to each issue are included in their report.

The Reporters did not require to hold any hearing or inquiry sessions, but requested additional information about a number of matters and have recommended that modifications should be made to the plan arising from 18 of the 36 issues.

Scottish Ministers will now consider the report and decide whether or not to approve the Glasgow and the Clyde Valley Strategic Development Plan, with or without modifications. No timescale has been set for this part of the process.

The reporters have considered all the responses received following their further information requests in relation to housing issues. They now consider that they will not need to hold any hearing or inquiry sessions. They are proceeding to finalise their report, but may still issue further information requests where essential to reaching their conclusions.

Latest Update from DPEA

The Reporters have invited the Strategic Development Plan Authority to respond to information received from other parties regarding the housing need and demand assessment and the all-tenure housing requirement. Following receipt of that response, the Reporters will consider whether they will also require to hold a hearing or inquiry session into these issues. The Examination of the non-housing issues is also proceeding, and a number of requests for further information have been made. It is not anticipated that hearing or inquiry sessions will be required in relation to these other matters.

Schedule 4's submitted to DPEA on 31st October 2011

Responsibility for considering the submitted Schedule 4's lies solely with the Reporters recently appointed by the Scottish Ministers. Should the Reporters require further information, they will write directly to those who made representations, specifying what is needed and how it should be submitted.

Proposed Strategic Development Plan Submitted to Ministers

The GCVSDPA have today in accordance with its Development Plan Scheme submitted the proposed Glasgow and the Clyde Valley Strategic Development Plan (June 2011) to the Scottish Ministers for their approval.

Copies of the proposed Glasgow and the Clyde Valley Strategic Development Plan (June 2011) have been deposited at every public library in the Glasgow and Clyde Valley area, at the planning offices of the Councils of East Dunbartonshire, East Renfrewshire, Glasgow City, Inverclyde, North Lanarkshire, Renfrewshire, South Lanarkshire and West Dunbartonshire, and at the office of the GCVSDPA. The documents are available for inspection during normal office hours free of charge.

Examination Reporters Appointed

The Scottish Ministers have appointed Mr. David A. Russell MA(Hons) and Mr. Malcolm Mahony BA(Hons), MRTPI to carry out the Examination of the Proposed Glasgow and the Clyde Valley Strategic Development Plan in accordance with Section 12 of the amended Town and Country Planning Scotland Act 1997.

The earliest date on which the Examination of the issues raised within the Representations could commence will be Friday 2nd December 2011.

The appointed Reporters have completed their assessment of conformity withthe GCVSDPA's Participation Statement. The Reporters are now considering the issues, identified by the Authority following consultation on the Proposed Plan, with a view to identifying matters on which they require further information or representations.
